If you live near Lisbon airport and hear the planes inside your home, there is a State programme that pays for new windows, frames and shutter boxes: the Menos Ruído (Less Noise) Programme. It has 10 million euros, but each of the four councils (Lisboa, Almada, Loures and Vila Franca de Xira) runs its own call, with its own rules and dates. In Vila Franca de Xira the money has already run out.

This guide says what the programme is, where each council stands and what to ask the installer. For other grants, use the quiz in the guide to window grants.

What the programme is

The Menos Ruído Programme was created by Council of Ministers Resolution 58/2025 (Diário da República, 18 March 2025). It pays for improvements to facades, windows, frames and shutter boxes of homes that do not meet the acoustic requirements of Decreto-Lei 129/2002 and that are in zones with noise of 55 dB(A) (Lden) or more, or 45 dB(A) (Ln) or more. The money comes from the Fundo Ambiental: according to the Government (22 January 2026), the Agência para o Clima signed protocols with the four councils, and the 10 million euros (over two years) are shared out by the number of affected buildings in each municipality.

Common rules, which the Vila Franca de Xira Regulation repeats from the Resolution:

  • Permanent homes only. Shops and offices are out, and so are properties owned by companies.
  • Homes in the noisiest zones get priority.
  • You cannot apply if the home already has windows, frames or shutter boxes with high acoustic insulation.
  • No double funding: costs already paid by another State noise programme do not count.
  • Your street must be on the list of each council, drawn up with ANA’s noise map and the LNEC survey.

Where each council stands

Council What we know Source
Vila Franca de Xira Regulation 874/2026 (Diário da República, 9 July 2026), budget 557,810 €. Support of 75% of the cost, up to €10,000 per dwelling (VAT included). Applications from 17 July to 30 September 2026. The budget ran out on 22 September 2026. A second call only if the Fundo Ambiental tops it up. Parishes: Alverca do Ribatejo e Sobralinho, Póvoa de Santa Iria e Forte da Casa, Vialonga, Vila Franca de Xira Regulation and Council page, read on 23 October 2026
Lisboa The Council approved the regulation on 22 July 2026, with 2,798,730 €. According to the press, support is up to €1,000 (very high priority), €800 (high) or €600 (moderate), paid by reimbursement after the work. A parish council says applications run until 30 November 2026 or until the money runs out. I did not find the regulation or the platform Observador, 22 July 2026; Alvalade parish page, 5 August 2026
Loures A draft regulation from February 2026 exists, with rules that differ from Vila Franca de Xira’s. I did not confirm the final version or the dates Council site
Almada Has its own regulation. I could not confirm the text, the budget or the dates

So a figure like «75%» or «€10,000» only holds for Vila Franca de Xira. In Lisboa the press mentions much lower maximums. Check with your council.

Which windows the programme asks for (Vila Franca de Xira)

In the Vila Franca de Xira Regulation, each new window must show on its CLASSE+ label:

  • airborne sound insulation Rw of 40 dB or more, and
  • energy class A or A+.

It also accepts class A or A+ windows with Rw below 40 dB, if a laboratory test by a notified body shows that Rw + Ctr is 36 dB or more. Ctr is the term that adjusts Rw to low-frequency noise, such as planes and heavy traffic. For shutter boxes, Rw must be 40 dB or more on the product sheet.

The installer must hold a building-contractor licence or certificate and be registered on the Portal casA+ and, for windows, on the CLASSE+ portal.

That is only Vila Franca de Xira’s rule. Loures’ February 2026 draft talked about Rw of 30 dB for windows. Read your council’s Regulation before asking for quotes.

What to take to the application (Vila Franca de Xira)

The documents the Regulation asks for include the form, the tax-address certificate, the property register extract (caderneta predial), the permanent land-registry certificate, certificates that you owe nothing to the tax office or social security, photos of the current situation, the quote with a descriptive memo (which includes the CLASSE+ label number of each opening) and the IBAN. Tenants add the lease registered at the tax office and the owner’s permission, if the lease does not give it.

When the money is not enough, the Regulation breaks ties by the oldest building and then by the time the application came in. Approved works must be done and checked by 31 March 2027.

What to do

  1. See whether your street is on the list of your council (Vila Franca de Xira has an interactive map on the programme page).
  2. See whether there is money. In Vila Franca de Xira the money has run out, but applications already made and withdrawals may free some, and there may be a second call.
  3. Ask for quotes with the Rw of each window and the ID of the CLASSE+ label. See the list of what a quote should state.
  4. Do not order before the application is approved, unless your council’s Regulation allows it. The regulations speak of approval and of checking the work.
  5. Want to be told if a second call opens? Leave your email in the grants quiz.

What I could not confirm

  • The final regulation and the platform of Lisboa, and whether the 30 November 2026 deadline is right.
  • The final version for Loures, and Almada’s.
  • Whether there will be a second call in Vila Franca de Xira.
  • The list of streets of each council.
