Cascais has a municipal programme that pays for windows for families, with rules published in the Diário da República. It is called the Fundo Verde de Apoio às Famílias (Green Fund for Families) and has 3 million euros. For windows, the Council covers between 70% and 100% of the cost, up to €3,000, depending on the IRS bracket.
This guide reads the Regulation, published on 21 November 2024 (Aviso 26133/2024/2), and says what I do not know: whether applications are open today. To see other grants, use the quiz in the guide to window grants.
How much it pays for windows
The Regulation sets the windows co-funding rate by the IRS bracket on your last IRS return filed and validated:
| IRS bracket | Co-funding | Limit for windows |
|---|---|---|
| 1st and 2nd | 100% | €3,000 |
| 3rd and 4th | 90% | €3,000 |
| 5th and 6th | 70% | €3,000 |
Above the 6th bracket there is no support. Each person can receive €10,000 in total, whatever the number of works applied for. The bracket counts by taxable income: with the IRS table for 2025 income, the 1st bracket goes up to €8,059, the 2nd to €12,160, the 3rd to €17,233, the 4th to €22,306, the 5th to €28,400 and the 6th to €41,629. The Regulation does not say which year’s table it uses: check with the Council.
Who can apply
- People who own, co-own or rent a home in the municipality of Cascais.
- The home must be the permanent residence, proved by the tax-address certificate or a statement from the parish council. Second homes are not supported.
- Each address can have only one application.
- A tenant needs the owner’s permission, available on the Council’s Public Benefits Platform.
- Projects that have already had public funding, local, regional, national or European, are not funded.
Which windows count
- Energy class A, proved by a CLASSE+ label per window, each with a unique serial number (ID). The ID has to be in the application form and, where possible, on the invoice.
- The labels must come from a manufacturer that has joined CLASSE+. If whoever fits the windows is not the manufacturer and has not joined, they must be in the Portal casA+ directory of companies.
- External solar shading is also eligible (slatted shutters, venetian shutters or blinds, and canvas blinds), but only if fitted with the work and only on the openings of the replaced windows.
- The cost includes VAT. Invoices and receipts must be dated after the date applications open and before the application is submitted, and the cost must be paid in full.
How you apply
You apply on the Council’s Public Benefits Platform. It depends on the bracket:
- 1st to 4th bracket: the application is passed to a social-solidarity institution (IPSS) in your parish, which supports the application. The support is pre-financed: payment is made directly to the supplier or installer, once the proofs are delivered.
- 5th and 6th bracket: the application is autonomous, with all the documents, and the support is paid by reimbursement, by the Municipality.
For windows, the documents include the CLASSE+ labels (one per window), the handover record from the company that fitted them and photos of each window before and after, by room. The period runs from the opening of applications until the 3-million-euro budget is used up.
Are applications open?
I do not know. The Regulation says you can apply «after the opening of applications is announced», and the press reported the fund in December 2024. I found no official page today with an opening or closing date. The fund may have used up its budget.
Before buying anything, check with the Council: phone 800 203 186, email [email protected], or the Fund’s page. Only invoices dated after applications open are eligible, so buying earlier may lose you the support.
What to do before asking for quotes
- Find your IRS bracket. The grants quiz works it out.
- Ask for class A windows with a CLASSE+ label per window, and a quote with one line per window.
- Ask whether the company has joined CLASSE+ or is in the Portal casA+ directory. Without it, the application may be refused.
- Ask for the invoice with the ID of each window.
- Use the quote checker to see what is missing.
What I could not confirm
- Whether applications are open today and whether there is any budget left.
- Which IRS table the Council uses for the bracket.
- Whether the Regulation changed after November 2024. I read the April 2025 addendum (Aviso 10600/2025/2), which only covers housing of municipal public origin.
