What changed on the site and in the rules

This is the record of what changed on the site and in the rules we follow, with the date. It tells you what was checked and when. Every line leads to the guide that holds the sources. If you find a mistake, tell us through the contact page: we fix it and note the correction here.

On the site

26 October 2026

• New: the requirements sheet shows, for your municipality and the altitude of the building, the maximum climate zone, Uw and solar factor (Portaria 138-I/2021) and a list of what to ask in a quote.
• New: open data: buildings by period of construction for the 308 municipalities and the parishes of Lisbon and Porto, as CSV (INE, 2021 Census).
• Every city page now shows the table of buildings by period of construction of its municipality and, below it, the homes by repair need, heating and tenure (INE, 2021 Census); the data is also available as CSV in the open data page. The 12 newest pages also got the climate zone.

25 October 2026

• PVC window prices: new table of prices by size, with published values only (checked on 19 October) and the price per m² worked out by us. There is also a price per m² tool.
• Sound insulation: dated laboratory tests, Rw and Rw+Ctr explained, and what to ask in a quote.
• Double or triple glazing: maximum Uw by climate zone, read in the text of Portaria 138-I/2021 (Table 6).
• New guides: PVC balcony and sliding doors, tilt-only, tilt-and-turn and tilt-and-slide windows and window delivery time.

23 October 2026

• New guides: VAT on window replacement, tilt-and-turn window that will not open or close, PVC profile brands, sash and old wooden windows, roof windows and Velux, wood-look PVC and the condominium, Algarve, South Bank and replacing windows in Portugal.
• Lisbon and Porto by parish: Lisbon and Porto.
• 12 new municipality pages (Torres Novas, Entroncamento, Rio Maior, Abrantes, Sertã, Coruche, Lourinhã, Nazaré, Vendas Novas, Tondela, Gouveia and Oliveira do Hospital).
• Grant alerts by email, with confirmation.

In the rules and grants

• 25 October 2026: the Banco Português de Fomento loan had not opened yet. It must be available by 12 December 2026. Status and sources in energy-efficiency loan.
• 23 October 2026: Menos Ruído programme: in Vila Franca de Xira the money ran out on 22 September 2026; in Lisbon the press mentions applications until 30 November 2026. We did not find the final regulations of Lisbon, Loures and Almada.
• 22 October 2026: Vale Eficiência: according to the press (Lusa), families with an eligible application but no voucher would be contacted from 15 October. We found no official confirmation.
• 1 October 2026: the exemption from licence and prior notification for replacing frames with the same geometry and exterior finish started to apply (Decreto-Lei 108/2026, with the date of entry into force from Decreto-Lei 155-B/2026). See Can I replace my windows?.
