No. It shows what the energy-efficiency rules ask of windows in your zone and organises the questions for companies. The exact zone of the building and the exceptions should be confirmed by a designer or SCE expert.
The Manual SCE gives no fixed zone per municipality: it starts from the region (NUTS III) and corrects by the altitude of the building. Two buildings in the same municipality can fall in different zones.
The list has the 70 places JanelaCerta.pt covers. For another municipality, use the zone on your energy certificate or ask an SCE expert.
